The key to this question is understanding that the spinal hypomobility presents at the thoraco-cervical junction of the spine. In this case, an ‘opening’ restriction (i.e. the spinal segment is stuck in a ‘closed’ position) exists between the vertebral junction of T1 and C7. Therefore, applying the knowledge of spinal biomechanics, manipulation of T1 helps relieve the restriction at C7.

Will offers a more comprehensive explanation in his video on biomechanics of the spine and spinal mobilizations.
